The City of Richmond is seeking a dynamic individual to serve as the Director, Development, responsible for overseeing all aspects of current land use planning and development application review/approval. Reporting to the General Manager, Planning and Development, the position will play a crucial role in working with internal and external stakeholders to shape the future of Richmond while ensuring that new development is managed effectively while balancing economic, environmental, and social considerations.ResponsibilitiesLead a diverse team of professional planners, engineering technicians and support staff responsible for reviewing all forms of development applications (rezoning, Development Permit, Subdivision, etc.) to ensure development adheres to City Council approved land use plans, Bylaws and policies. Presenting complex reports and information to City Council, Council Committees and the general public in a clear and concise manner. Oversee diverse planning initiatives, including conducting effective public and stakeholder engagement to ensure development initiatives align with City objectives and community expectations. Collaborate with a variety of City stakeholders to develop policies and procedures to ensure that new development aligns with the City?s OCP, Bylaws and policies in keeping with the City?s vision of becoming the most appealing, livable, and well-managed community in Canada. Working collaboratively with the development industry to streamline application review and approval processes through the identification and implementation of mutually beneficial outcomes. Direct the research and preparation of reports and recommendations on a variety of planning projects, analyzing trends and developments affecting the work of the department. Provide strategic advice to the City?s Senior Management Team (SMT) on critical issues related to current and future development initiatives. Act as the principal coordinator for major development agreements negotiated by the City, directing long and short-range development planning projects from conception through implementation. Representing Department and City interests at various committees and stakeholder engagements.QualificationsA degree in Planning or Architecture, at a Master?s level supplemented by a minimum of 10 years of relevant experience OR an equivalent combination of related education and experience is required. Eligible for membership with the Canadian Institute of Planners (CIP), Planning Institute of BC or the Architectural Institute of BC. Demonstrated exceptional analytical skills, capable of dissecting complex and diversified technical and administrative issues and exercising judgement to determine appropriate actions. Strong knowledge of Planning Legislation, regulations, legal framework and land economics that affect planning and development. Adaptability and strategic agility to efficiently respond to emerging directives from various levels of government and evolving organizational priorities.
